Public Safety:
El Dorado County deserves to be the safest county in the state, a place where you can leave your doors unlocked and your kids can play and go to school without a worry in the world. As your county supervisor, I’ll prioritize public safety by fully supporting our sheriff’s department and first responders. We need well-funded law enforcement to combat crime and protect our families, while ensuring rural EMS and fire services have the resources to respond swiftly. My commitment is clear: back the blue, strengthen emergency services, and uphold law and order to ensure every resident feels safe and secure. We can’t let big-city problems creep into our peaceful county. Law enforcement knows I will stand side-by-side with them to keep the county safe, which is why I have earned the endorsements of Sheriff Jeff Leikauf, former Sheriffs John D’Agostini and Hal Barker, and District Attorney Vern Pierson.
Infrastructure and Parks:
Our county’s roads, bridges, and parks are vital to our way of life. As supervisor, I’ll focus on repairing aging infrastructure without wasteful spending, using competitive bidding to stretch every dollar, and building and maintaining everything we need to move goods and people around the county. That’s a key part of a robust economy. Beyond first-class roads, our parks must remain family-friendly spaces for recreation, to give local residents beautiful and affordable places to have fun right in the county. I’ll also ensure infrastructure improvements respect our rural heritage while enhancing safety and access for all residents.
Budget and Spending:
I will be a budget watchdog! Fiscal responsibility is my pledge as your county supervisor. I’ll scrutinize every budget line to eliminate waste and prioritize essentials like public safety and infrastructure - no more bloated projects or unnecessary bureaucracy. By streamlining government we can maintain services without raising taxes. I’ll also use my experience and contacts in the legislature to help the county win state grants to take the burden off of local taxpayers while still providing key services. Transparency will guide my decisions—taxpayers deserve to know how their money is spent. My conservative principles ensure we live within our means, delivering value to our community while safeguarding the financial future of our county for generations to come.
Taxpayer Advocacy:
As a conservative, I’ll be a fierce advocate for taxpayers. Our hardworking families, farmers, and businesses, deserve fair treatment, not burdensome taxes. As Chair of the California state Board of Equalization, I’ve seen firsthand how Prop. 19 can hurt families and ranchers, and as a Supervisor I’ll push for clear, transparent tax policies and fight against unfair assessments that hurt rural property owners. My office will be have an open door to every taxpayers and we will fight to help residents in disputes and gain access to exemptions. My goal is simple: protect your hard-earned money, keep government accountable, and prevent tax hikes that threaten our conservative values and rural way of life.
Maintaining Rural Nature of the 4th District and El Dorado County:
Our county’s rural character is its heart and soul. As supervisor, I’ll protect our farmland, open spaces, and small-town values from overdevelopment and urban sprawl. I’ll oppose zoning changes that threaten our heritage and work to preserve our agricultural roots. By supporting local farmers and limiting unnecessary regulations, we’ll keep our district a place where families can thrive in a peaceful, rural setting. My conservative vision ensures our county remains a haven for those who cherish freedom and our traditional way of life.
Creating Local Prosperity:
Prosperity starts with unleashing our county’s potential while staying true to our conservative values. I’ve owned and operated Gaines Insurance for more than 30 years and served in state and local government for more than two decades. I know what it takes to put entrepreneurs and job creators in a position to thrive. I’ll promote small businesses and agriculture by cutting red tape and keeping taxes low. By investing in infrastructure and public safety without tax increases, we’ll create a stable environment for growth. We shouldn’t be losing opportunities to surrounding counties when we can create the jobs and wealth right here at home. My plan fosters opportunity, supports local entrepreneurs, and keeps our county a prosperous, family-friendly place to call home.
